　　(一)抓好大項目

　　項目建設是促進經(jīng)濟轉(zhuǎn)型，推進結(jié)構調(diào)整，加快經(jīng)濟發(fā)展的重要抓手。在今年剩余的兩個多月時間里，我們要通過跟蹤督查考核，強化服務，全力推進全市171個重點監(jiān)測項目、80個重點監(jiān)測服務業(yè)項目及十大調(diào)產(chǎn)項目、十大基礎設施項目建設，同時，積極謀劃明年的項目建設。

　　一是篩選確定一批重點在建項目，作為市政府20__年重點監(jiān)測項目，作為明年固定資產(chǎn)投資的`主要支撐，作為加快結(jié)構調(diào)整的主要拉動力。

　　二是抓好首鋼翼城項目、機場項目、張臺鐵路、市文物中心庫(臨汾博物館)等一批重大項目的前期準備和跟蹤服務工作。

　　三是抓好汾河修復與保護、霍州沉陷區(qū)治理、重點水利

　　工程、城建環(huán)保交通等領域的重大基礎設施建設項目。

　　四是抓好市政府基本建設投資項目。市政府明年投資項目資金安排方向，主要集中在經(jīng)濟建設、社會事業(yè)和基礎設施重點項目，要體現(xiàn)統(tǒng)籌兼顧，量力而行，集中力量辦大事的原則。

　　五是收集整理編制我市20__年招商項目推介本子，推進招商引資，擴大對外開放，加快轉(zhuǎn)型發(fā)展。

　　六是建議市政府在年底前，召開一次項目建設觀摩推進會。市政府為召開這個會議打過招呼，下過文件。這個會議有利于強化各級領導干部的項目意識、發(fā)展意識和轉(zhuǎn)型意識。

　　要全面建立項目工作責任制，繼續(xù)實行項目建設督查通報制度，及時了解項目進展情況，研究存在問題，針對性采取措施。對重點項目實行跟蹤服務，開辟“綠色通道”。對符合國家產(chǎn)業(yè)政策的重點扶持項目、省煤炭可持續(xù)發(fā)展基金打捆項目，加大跑項目爭資金的力度。

　　(二)爭取大資金

　　一是積極爭取國、省資金。我們根據(jù)投資方向，對全市20__年爭取國債資金和省煤炭可持續(xù)發(fā)展基金項目進行了

　　認真篩選，確定了132個申報項目，我們要加大力度，爭取更多的發(fā)展資金。二是協(xié)助市政府安排好全市能源基金建設盤子，把有限的政府投入，真正用到關乎全局的重點項目上。三是加強與金融機構的合作，積極向金融部門推薦條件成熟的重點建設項目，爭取貸款支持。

　　(三)促進大轉(zhuǎn)型

　　推進轉(zhuǎn)型發(fā)展和結(jié)構調(diào)整的主要手段，是淘汰落后產(chǎn)能，改造傳統(tǒng)產(chǎn)業(yè)，培育新興產(chǎn)業(yè)，項目建設是主要載體。具體要抓好三方面的工作：一是關小上大，總量控制，加快淘汰落后產(chǎn)能步伐，提高煤焦鐵等傳統(tǒng)資源型產(chǎn)業(yè)的準入門檻。注重利用先進適用技術改選傳統(tǒng)產(chǎn)業(yè)，實現(xiàn)傳統(tǒng)產(chǎn)業(yè)新型化。二是培育和發(fā)展機械裝備制造、煤化工和精化工、農(nóng)副產(chǎn)品加工、新材料工業(yè)、高新技術產(chǎn)業(yè)和現(xiàn)代服務業(yè)六大新興產(chǎn)業(yè)，加快實現(xiàn)新興產(chǎn)業(yè)規(guī)模化。三是大力提升和發(fā)展服務業(yè)。發(fā)展生產(chǎn)性服務業(yè)、消費性服務業(yè)和農(nóng)村服務業(yè)。重點發(fā)展文化旅游產(chǎn)業(yè)和現(xiàn)代物流業(yè)。總結(jié)推廣我市一些煤焦鐵企業(yè)向酒店住宿業(yè)、農(nóng)業(yè)產(chǎn)業(yè)化和旅游業(yè)轉(zhuǎn)型發(fā)展的做法，引導部分煤焦鐵企業(yè)向現(xiàn)代服務業(yè)轉(zhuǎn)移。

　　(四)搞好大規(guī)劃

　　搞好規(guī)劃是實現(xiàn)科學發(fā)展觀的前提。我們要按照產(chǎn)能規(guī)模、環(huán)境容量、產(chǎn)業(yè)基礎和區(qū)域特點，制定全市生產(chǎn)力布局規(guī)劃。按要求牽頭搞好黃河金三角區(qū)域煤炭和煤化工產(chǎn)業(yè)發(fā)展規(guī)劃。調(diào)整和完善《全市高耗能高污染產(chǎn)業(yè)規(guī)劃綱要》、《臨汾市區(qū)教育資源整合方案》、《臨汾市服務業(yè)發(fā)展規(guī)劃》、《臨汾市汾河生態(tài)治理修復與保護工程方案》等專項規(guī)劃。同時要積極研究影響我市經(jīng)濟和社會發(fā)展的熱點和難點問題，及時提出針對性的對策和建議，努力當好市政府的參謀與助手。
